An Evidence-Based Practice

Description

Year Up is a national workforce training program for economically disadvantaged urban young adults between the ages of 18 and 24 that focuses on specific economic sectors with jobs in high demand-namely, information technology (IT) and financial services (hence the program’s classification as a “sectoral” training program). The program seeks to enroll young adults who have a high school diploma or equivalent but are neither in school full-time nor employed full-time, have manageable life challenges, and are motivated to succeed.

Goal / Mission

Year Up's mission is to close the Opportunity Divide by ensuring that young adults gain the skills, experiences, and support that will empower them to reach their potential through careers and higher education.

Impact

These approaches tend to be intensive and comprehensive, address psycho-social skills as well as occupation-specific competencies, provide opportunities for work-based learning, engage employers, incorporate evidence-based practices, and emphasize continuous improvement.

Results / Accomplishments

Year Up wage gains are largest ever for workforce programs evaluated by the rigorous randomized controlled trials method. Year Up produced a statistically significant $1,895 (53 percent) positive impact on average quarterly earnings, which were $5,454 and $3,559 for treatment and control group members, respectively. This estimated impact, based on employment records in the National Directory of New Hires, is very close to independent estimates from the 18-month follow-up survey. Research findings add to growing evidence on the promise of well-implemented career pathways approaches with a strong sectoral focus.
